    Following two postponements, The 'Lombardy House Plan' was approved by the Regional House and will now become law. In essence, building norms can be applied for those buildings which are partially or non-residential use situated in areas where residential developments dominate. New developments will be residential use only, without being able to benefit from premium volume. There are four types of building work allowed under the regional law: recovery and reuse of abandoned or underutilised volume; Property extensions of up to 20% but not more than 300 cubic metres of the total of detached, semi-detached or three-family houses with a maximum volume of 1,000 cubic metres; demolition and redevelopment of residential units with the potential to increase volume by up to 30%, and even 35% where adequate green areas exist i.e. at least 25% of wooded/green areas in the lot; recovery of areas with publicly owned buildings.

    The new resolution of the Lombardy Regional Council in terms of building energy efficiency, the DGR V111/8745, regulates the energy certification of Lombardy buildings. To access the incentives and tax breaks aimed at improving the energy performance of the building and its systems, the building energy performance certificate must be produced, even for claims where a 55% deduction is sought, except in cases of installation of solar panels and replacement of door/window seals, where a simpler application will suffice. »»»

    Tax relief for building recovery and refurbishment to improve energy efficiency has been extended to 2010.


  8. 2009.09.18 | 2008 Budget:
    The new budget provides for a range of measures aimed at reducing energy consumption, including roof, walls, windows and boiler refurbishment, wherein tax relief of 55% can be obtained over 3 years. As such, a significant proportrion of the expenditure can be recouped in 3 years. What you need to know to get the tax benefit of 55%
    It will be a tax deduction of 55% of expenses incurred for:
    • reduce heat loss in buildings
    • installation of solar panels for water heating
    • installation of condensing boilers
    • construction of new buildings at very high energy efficiency
    It's provided a deduction of 20% for:
    • apurchasing high efficiency refrigerators or freezers
    • purchase of television sets with integrated digital tuner
    • installation of high efficiency electric motors or variable speed drives
    It's planned, a deduction of 36% for:
    • replacement in the commercial sector, appliances and lighting bulbs with other high efficiency and installation of luminous flux regulators
    SAre also funded welfare expenditure by local authorities to reduce energy costs borne by economically disadvantaged individuals
